Can't imagine it was used in the 70s or even 80s

Late 70's/ early 80's. Yup! I survived it. Frank Zappa's daughter, Moon Unit, did a song in about 81 or 82 called "Valley Girls" and a movie was made after that with I think the same title.
Sick to imagine that valley girls and disco existed at the same time, but one was actually an offshoot of the other. Parents doing the disco/drug scene in California had mucho loose money floating around and their kids (especially the daughters) benefitted from this because the hungover parents just handed over wads of cash rather than listen to what the kid needed. Today's "what EVER" originated as the kids mocking mom and pop saying "whatever, just go away and leave me /us to die with our hangover, and never mind who these strange people are that are naked in bed with us."
Oh, like, yeah. It was so like totally used in the 70's and, like 80's fer sure. It's like even in like the first like Muppets Movie.

It sure was the 80's. By the time I graduated high school in 1987 the valley girl lingo was in full swing.

And to think, I had almost put it out of my head ;)
