If it is, my house would have burnt down years ago, I have a ceiling fan I can't reach, the bulb burnt out in 1999. When we use the fan, it is in the on position and the house is still hear. There is no bulb in it, my son tried removing it and did get it out, but the fan swings free, we were never able to a bulb in.
I will say NO.

Yes , make sure the everything turned off. , when not using it. , Never leave a light switch on without a light bulb. Some one could stick a finger into the socket be electricuted. Yes fire hazard. Pem

It depends on the circumstances. If there are any flammable substances around or in the air, then most likely. The socket wouldn't have anything bridged the two elemnts, so I can't say that it is much of a hazard.
Even so, I can't see why you would keep the light on with no bulb...

No. Just don't stick your fingers in there! Actually, when changing a bulb, it's best to have the power on and screw the bulb just barely beyond the contact point. That way, you won't over-tighten the bulb.

If it's an overhead light it's alright, because it would be hard for someone to put something in it and get shocked. Now if it's a table lamp plugged into an outlet that controls the switch, I would make sure that it is shut off because it would be easy for childern or even adults to put their fingers or something else into it and get shocked.

Yes it is OK to have the light switch on. As long as the wires don't touch, there won't be any fire.
