I dont agree. I think that he is a product of his time and place. He has grown up with the rivalry between the Montagues and the Capulets and responds in the only way he can. Of course he is arrogant but Shakespeare uses that to show that he full of the arrogance that comes with being young and strong.
Compare it to the situation in the West bank- if all you ever know is violence you will only be able to express yourself with violence.
