Long sleeved. I would put a long sleeved close fit turtle neck under it for more of a sexy office look or sex it up even more with a deep v neck long sleeved shirt and were it like you said with it open and the collar pulled down. It would be hot!!!!!!

Vests like the one you purchased look best with long sleeves. If you purchased it in brown ( as it is pictured on the web link), stick with a white shirt underneath.

One way to wear it: Under that vest, wear a very fitted, almost like second skin, long sleeved black turtle neck top whose sleeves are also pencil thin. Pair it with a low-hipped pair of bootleg cut trousers in black and caramel herringbone tweed.
For accessories, huge wooden arm bangles with tribal motif and colors...put two bangles only on one arm. On the other arm, several layers of slim copper-coated bracelets injected with amber rocks.
A pair of ala-Sophia Loren large sunglasses in tortoise shell, and a pair of laced-up stilletoed ghillies in black alligator complete the whole new look.
Now, you're off to Beverly Hills to have your mane done!
