You ask an important question. It's not so much a double-standard so much as the fact that businesses are subject to the "Privacy Act." A business that fails to follow guidelines can be sued for millions. These same strictures do not apply to government operating under the Patriot Act.
Simply put, government can do things that would get businesses sued if they tried. That's why it looks like a double-standard.

The reality is all those companies who profess the privacy, aren't talking about records given to the government under the Patriot Act, which it is a crime for them to disclose that they gave any records to the government! No one knows what Bush has been up to as he doesn't even go by the Patriot Act, one of the 803 laws he signed a slip saying he wasn't going to follow it!

The governemnt spies on us.But the vast majority of us are working ants.Why bother? Now us little working ants can be chewed up and spit out by ,say the queen ant.Which could turn out to be our best friend, Our boss, a family member even.So those queen ants need to not know priviledged information.But the government, Let's say they are a magnifying glass.They see when one of the working ants has beat a new path for ourselves.Maybe on their way to the rich apply pie on the window sill.We can't eat as well as them.If we figured something like that out then what would we need them for?So.We're singed.

Anyone who takes in personal information has nothing less than a moral obligation to safeguard it, unless they let you know up front that it will be shared.
As for the government, under the current administration, they have no morals. The most corrupt, lying, deceitful president ever was re-elected* by religious right-wing conservatives. Go figure. Your question and my answer will draw dirty, nasty comments directed at us, they learn it from their leaders.
*re-elected is an akward term since the first election was stolen.
