hi, i recommand you to use firefox with Google toolbar. which is most powerful in popup blocking.
besides, firefox can disable any virus and adware, spyware on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
firefox is much smaller than IE, so i run faster than IE.
download firefox for free:

Pop ups are a sign that your PC is infected with spyware.
A pop up blocker wont do anything until your PC is clean.
Goto ewido.com and run the free version to find and remove it.
Here is a list of other free scans.

It's weird that that doesn't work. Perhaps you've disabled the function on your toolbar.
If you use Mozilla Firefox as your Internet Browser ( http://www.firefox.web.com/index3.html ), it's good, coz it has an pop-up blocker.
Else I would recommend Google Toolbar: http://toolbar.google.com/T4/intl/en-GB/?utm_campaign=enGB&utm_source=enGB-ha-apac-sg-google&utm_medium=ha&utm_term=toolbar

i would recommend that you use firefox instead of IE to surf the net...
it's not doing you any good to stick to them anyways unless you dont mind all the malware and spamware that floods your pc...
