Cost depends on your cable provider. Usually you can call the cable provider in your city and get the rates. They will probably give you a low introductory rate for the first few months (about $20 a month is common). If they do not offer you a discount for the first 3-6 months ASK for it.
If you already have cable it is no problem to add cable internet. You just need a converter box to add internet service.
If you do not have (TV) cable yet you will need to get the cable company to install their cable.
To find the cable provider in your area do a Google or Yahoo Search using "cable provider XXXXX" (replace the XXXXX with your zip code).
If cost is the problem you may want to try researching a DSL connection. DSL is also very fast and is worth considering since it is usually cheaper than cable.

You find a local ISP (Internet Service Provider) and register for their service. Cable internet price ranges from $20 to $60 and beyond depending on the service you want provided. Different cable internet have different speeds and add-ons and whatnots.
You need to setup a gateway to use cable internet, but some ISP will provide installation or at least a "read me" guide.

well that depends on the place u reside in?
if you are in india and in a city then it can cost you nearly 500-700 bucks every month(speeds may vary according to the plan opted and registration and hidden charges extra)
you can contact even your cable tv provider. or any local telecom brand or cell phone company or internet service provider near to your location.

you could quite have overstretched the cable and led to one end to partly disconnect, or maybe to have created a partial short circuit. it is not person-friendly to ultimate except you quite understand what you're doing.
