Proper handling of first-class, short-paid mail is to send it on the addressee postage due. If the mail bears no postage, then it it returned to sender with the endorsement, "returned for postage".

Because the USPS is a highly automated system, it is likely that mail bearing .37 will be delivered without being rated as postage due. However, intentionally sending mail with insufficient postage is a form of fraud and could draw the attention of the Postal Inspection Service.

It's also a dumb thing to do, especially if you are sending a tax return or paying a bill. The IRS and many credit card companies refuse all postage due mail. It then is returned to the sender, postage due and you will incur a late payment fee.

I have been using a book of $.37 stamps for a while now, my boyfriend has as well, and we have never had a problem. Our letters, bills and such always get delivered. I work at a bank and one of this ladies I work with said she heard that the post office has to honor the stamps. I don't know how true that is but I do know my things are being delivered.

If you use a .37 cent stamp you must also use 1 two-cent stamp or 2 one-cent stamps.
It takes .39 cents to mail first class.

postage is $.39. you need to add additional postage to the $.37 stamp or your letter might get returned to you for additional postage.

it the date on the letter is marked before the price went up then yes

But, it could get overlooked if you lucky.
