The purchaser and appraiser did not have any house inspection on my house. Can they say the house was deteriorated?

If they did not have a qualified inspector certify that something was structurally wrong with the house, or had some other problem that "deteriorated" its value, you should contest the appraised value and hire an inspector to prove that the appraisal is not correct. They may have had a drive-by appraisal. This is exactly what it sounds like. They could say the house is in poor condition, but could not leterally say it has deteriorated since they have no basis upon hwich to judge the condition it was in when you bought it.

If no formal inspection was done you may request specific conditions to which they refer in their offer. The bottom line is that you do not have to accept the offer. IF this is an issue after the offer was accepted and they are claiming that deterioration occurred after the offer was accepted you should check with your reltor to find out what options and rights you have.

did you want them to say the house was deteriorated or not? When a person gets a loan through a bank or a mortgage company the realtor calls the appraiser to come look at the home so they can give an appropriate estimate on the home. The bank or mortgage company uses that "appraisal" to determine how much money to lend to the buyer.
