Nothing is implied, at this point in time he likes you as a friend. It doesn't say it will/will not be more. You seem to want more from someone who isn't ready, so wait. Giving a phone number is just giving a phone number, maybe they prefer texting. Some people can make a friend in an hour and some take a week, good enough. Appreciate his honesty.
