you cannot catch that pokemon, along with several others, without a ticket, unless you cheat/damage your game with an item such as gameshark.
you need a ticket to get it.
the only exception to the rule of not being able to get a mascot pokemon without a ticket was in red/blue/yellow where you can get two mews in the game without attending a nintendo store/event

Well you can't CATCH it without a ticket but if you really want it that bad I suppose you could trade someone. Or you could just wait until they bring out more tickets?
