I'm not sure but I believe that Latin and Mediterranean people have a special humour: I was born close to Naples-Italy where you can hear answering every questions with statements that seem done to make you angry, but if you take with the right and easy going attitude, you'll have a blast because they're a piece of philosophy and wisdom. I wish I could take the things at the same way....

Typical anthropological question. Humour is normally distributed over the human species, though display rules vary. Display rules can be set aside experimentally, so I would think getting the person away from his country setting would unmask a more averaged out human humour. (British spelling, that)

England springs to mind, but thats more of a diverse humour.
If you really want a bunch of wise-cracking fruit-cakes, try Scotland, no one and nothing is beyond thier humour, they start by making fun of themselves.

The British, hands down. Their humor is so dry that it takes a second before you realize that a joke's been made, and then you laugh for the next 10 years about it...

the british have a unique sense of humor. I would like to think the US has a great sense of humor but everyone is so SENSITIVE these days, there is always the fear of offending someone....
