According to the theory of separation of power(search Montesquieu), there are three branches in a government- the Legislature is the law making body, the Executive is the branch of government which implements the laws, the Judiciary interprets those laws and settle disputes arising out of the implementation of those laws. This is the doctrine of separation of powers over simplified.

Judges resolve legal disputes (controversies), whether civil or criminal.
Part of that process includes interpreting the existing laws, and applying them to the specific facts of the case. Where the laws already cover these factual situations, this analysis is simple.
Where law is fuzzy, judges need to interpret the law. It really depends on what country your talking about.
However its primary role is to interpret the law. In the US we have a mixture of common law and code law. Common law is decided on past cases comes all the way from the British court system and is also referred as stare decisis which means "to stand by things decided." Code laws are made up from a legislative body an example is tax codes and laws.
Judges on various levels of court systems have to apply these laws to various cases. In the US the Supreme Court is the final authority on the interpretation of the Constitution and laws that regard it. It is also the highest appeals court.

they handle both civil and criminal cases and they decide the punishment for the crime commited.
