The vertex is at the point where the expression in the absolute value sign is equal to 0.

1/9x+5=0
1/9x=-5
x=-45

So we have the x-coordinate of the vertex, now to find the y, you just need to sub x=-45 back into the equation to get
y=-5

Thus the vertex is at x=-45 and y=-5
