It's completely at the discretion of the parents.

I believe that if parents teach their children how to use their phone responsibly, and maybe set some kind of limitations, then it is perfectly reasonable for a teen to have a phone. Many teens have a busy daily schedule, and need some way to stay in touch with their parents and their friends when they need to. Cell phones are especially important in some kind of emergency.

However, I think cell phones are not necessary for the younger kids (elementary school, even jr high), because they really have no need for it. I think cell phones are a privilege that should be earned in some way, and by the parents just giving one to their younger children, they are presenting it almost as a toy for them to use whenever they feel like it.

In any case, it all boils down to responsibilty. If it is apparent that the child will be irresponsible with the phone, then there is no need to get it for them in the first place.

I have a 13 year old a 10 year old and 2 9 year olds and I insist that they all carry their cell phones with them anytime they are outside of the house. If they go out the door they better have their phones on. It is important they know it is only to call home or in an emergency to call for help and that if they use it talking to their friends they will lose some privilege, but not the phone. Can you keep your two eyes on 4 kids all at once? I think not. It is a secuity device so if they wonder off in Wal-Mart you can break out your phone and tell them to get their hineys to aisle 3.

I believe that teens need cellphones for more independence and so that they can reach their parents and friends. However, Elementary school students( ages 4-11) should not have cellphones because they are always with an adult. With Midddle school students , it all depends on how often the child is away from an adult's eye. All in all it is all up to you and the child.

A cellphone is a privilege not a right. When they are mature enough to use it or you feel safer if they have one (due to staying after school for sports, etc), get them one. I would start with one of those prepaid ones so that they get a lesson about money (by having to purchase their own minutes) and because kids can talk and will run up your bill.

No. Cellphones are only nessecary for a few people who really need to keep in contact. If you don't know where your kids are by being an aware parent, you really don't need to give them a cell.

Yes- i run summer camps and programs for children of all ages, and to be honest they are a god send especially on trips as the groups are so big, the group leader would give them all there cell number in case of an emergency.

cell phones, like many other things, are a privilege. Parents owe their kids a safe and secure upbrining. Not an electronic one. If it is in the budget, and the kid has earned it, sure. With rules, of course.
