well I thought it was first like a weird guy neighbor that is like never home but a girl.. wow but uh I guess since you have seen her, but you might get hurt if you see her with another guy, anyways I think you should give her some space, send her flowers, love notes <3 next door, you know stuff like that.. but I don't know give her space, girls love mystery!
