Well techinically you probably would be better off not saying anything to them! But if it's one of your really good friends or something and you don't think she realizes that she's embarrasing herself by wearing shorts, you should try going shopping with her and find a really cute pair of jeans for her to try on, then tell her how good she looks in them(which hopefully she will) and say that you think she looks weigh better in those jeans than she does in shorts! and then say sumthing about how once you used to wear sumthing that you thought looked good on you but then found something that looked WAY better and now you realize you should never have even worn what it was you used to wear(I don't know if you've really had an experience like that, but you could make sumthing up probably) I'm not telling you to lie necessarily, but ya know just to let her down easy, so she doesn't feel so bad. Maybe it could even be like how you used to wear blue eyeshadow or sumthing till you realized how bad it looked on you, or whatever. I'm sure you can come up with something.

Nothing, because it's none of your business. People can wear whatever they want and you just have to live with it. Everyone has business wearing shorts when it's hot.

I agree with the others when saying, it's best to just not look in that direction, and ignore it. However, I completely understand that we all have thought this way, and it's almost hard to look away because you wonder if that person thought they "looked good" when they walked out of the house that day. Either way, any uninvited comments could be misconstrued as rude instead of thoughtful and it'd be best to simply pay as little attention as possible to the clothes and bodies of these people.

I believe you say nothing to them if it is not your business. If one feels comfortable wearing whatever, let one go on their merry way. We are all individuals with different taste and views -we should not try to spoil other people pleasures because we think so...

It's really none of your business what someone else wears. If she asks your opinion, you can say that they aren't flattering and suggest capri pants instead.
