Male Fireflies light up when they're ready to mate with a female. Yes, females have wings, how else would she find the male that was flashing. But they flash whenever they want.
This is kinda gross, but a fun thing to do when you're driving and a lightning bug hits your windshield, turn on your wipers and that flashy stuff smears all over your window and makes it glow.

Because the females are wingless, so she must look up to see a potential mate and flashes when she sees a male nearby.

There are other bioluminescent insects, but I'm not aware of any that flash.

its not the flies that glow, but their toxic poop so when they push hard to go up it comes out.
