Try your school tutoring area. There should be free tutors located your college. Also, try the library for books. You can get used dictionaries on ebay for cheap.

The BEST way to learn English is to read, and I mean read a LOT. Keep a dictionary with you, every time you get stuck, open it and find out the meaning of the word. By the 4th or 5th time of opening the dictionary for the same word, you will remember it and it will become part of your vocabulary plus you will know the "proper" way it is supposed to be used. You should pick up books that would interest you from the local library that is almost free if not totally free and you have a whole mass of books to go through. I would suggest things like fiction that would be fun and educational (language wise) for you.
