Better quality nonstick will absolutely last a lifetime. Analon and Calphalon being my personal favorites.I have used my 10" Calphalon skillet every day for almost 9 years and it is still perfect perfect perfect. BUT... 1)NEVER EVER wash pan till it cools to room temperature. 2)NO aerosol sprays 3)no metal 4) NO high heat 5)no dishwasher I think maybe you could be cooking on too high of a heat. That will certainly cause a tar-like appearance and flaking. The heavier and better the pan, the lower heat you can use. Also, there are degreasing dish soaps(I like dawn direct foam) that you can rub onto a pan, let sit, then rinse after an hour or so. The foam absorbs the grease. I love it. Farberware does not make good nonstick. They use Teflon, the least durable of all nonstick coatings. Go to Williams&Sonoma or Bed Bath and Beyond and buy a nice set of nonstick. Both stores will let you exchange any damaged pans that have a lifetime warranty. If you use your new pans and they ruin after only a couple years, they will give you new ones. Just hold onto your receipt. You will make more of an investment up front, but you will never have to buy ever again. AND they will cook things more evenly. A very good frypan is a thing of beauty.

If he has used the pan with high heat it may be difficult or impossible to remove the discoloration. Try this method using baking soda, bleach and water as a cleaner. It may help. If you pan is not deep enough to do this, do you have a pot large enough to put it in to try it?
"Mix two tablespoons of baking soda and a half cup of liquid household bleach with one-two cups of water, or enough solution in these proportions to about half fill the pan. Simmer this solution for five minutes in the stained pan. Remove from heat and check the pan surface.
If the stain still remains, repeat the treatment. CAUTION: The solution will foam and if it boils over, it may stain the outside of the pan. This solution is a strong oxidizing agent and will cause some change in the color of Teflon, with dark colors becoming lighter. This bleaching effect does not reduce the non-stick performance of the pan.
Do not substitute ingredients for the baking soda, household bleach, or water. After the cleaning/stain removing treatment, thoroughly wash, rinse, and dry the pan; then wipe it with cooking oil to "condition" before using it again.
These sites should help.

Is it a flat pan or has it got sides? If its got sides, or even if its flat...try to heat up some water in it. That may loosen the gunk up.
After you have simmered the water in it, use a plastic scrubbing pad with some good, grease release dish soap.
After you scrub it, check to see if any of the teflon has come off. I have a pan that looked "fuzzy". My husband thought it was junk on the pan and would scrub it really hard..turns out the teflon was peeling up.

I believe that if you can't clean it with a real heavy duty scrubber then it's not safe.
After reading the links I provided, you'll problably want to toss you pan.
I now use stainless steel and glass pot and pans.
