Hi there;
LoL, Yes, I suppose if you think in human terms one would think that a snake would get rug burns but they don't.
The reason why is the method of locomotion. Snakes more in two ways. One way being caterpillaring and the other way being side to side or undulating in a lateral rib movement. Neither way involves drag on any part of the underside of the snake. Excessive heat built up from friction is what causes rug burn. At no time will there be enough heat from friction caused during a snakes locomotion. :)
Heavy 'boid species snakes such as a Burmese python will caterpillar to get from one place to another. This does not mean that the method is a slow easy place. In spite of their immense weight, those babys can move quite fast when they have the motivation to do so yet will not create the necessary frictional heat build up to cause them physical harm.
Now in the colubrid family of snake species (like a garter snake or rat snake), they mostly use the side to side (lateral rib movement) method to impel them in the direction they wish to go.
Each method serves its purpose with out causing any undue harm to the belly scales not matter what material the snake is attempting to traverse. :)

Their skin gets a little rough, but they don't get rug burn because they aren't actually "dragging" their undersides against the ground: the scales provide traction while the muscles in the stomach shift balance, so slithering is a lot more to them like walking than it appears.
I even found you a little web site to explain it better:
http://www.icehouse.net/treehug/snakes.htm
It's under the header "how do snakes move?" near the bottom.

No. Their scales are similar to our nails. Ever get a rug-burn on your finger nail? I think not!
Thanks for the grin. ; )

No because they have tough scales. If all snakes got rugburn they would have died out long ago.
