well...here's some ideas :
Tight Stonewashed Jeans
3/4 Length Legging (very punk rocker!)
Legwarmers (I'm still asking WHY about that fad!)
Super Tight Mini Skirt w/ Colored Hose w/Rips underneath (very heavy metal chick)
Spandex anything!
Tight Leather Pants
shoes:
Vantage sneakers like Converse or Reebok...even Keds w/the puff paint crap all over them
Flats *in black or white*
heels w/socks *the socks with the lace around the trim
ugh! okay....now that I've written all this down i must take a minute to LMAO at how STUPID we looked back then! WOW.

For gloves, do the Madonna thing and wear lacy gloves.
For hair, you could crimp it, brush it, then backcomb it, so it is poofy.
Lots of Jelly bracelets.
Legwarmers, ripped tights, fishnets over brightly colored tights.
Blue eyeshadow.
sweatbands, head and wrist things.
Ripped acidwash

You could also watch some 80's like movies, like RENT takes place in the late 80's early 90's, the Breakfast Club, Sixteen Candles, Flashdance, Footloose and Grease. I'm probably the only person on the earth who would go to that much trouble for a Halloween costume, lol.

Wear a sports bra, big sweater,big belt,short mini skirt, colored leggings,ankle warmers,high top sneakers and you would look like you belong in the 80's.Good Luck!Just have some fun with it.

Tuck your pants into your socks, and you could probably wear tennis shoes. Otherwise, leggings with loud socks, and wear pumps that completely clash. Fluorescent colors will work nicely!
Make sure you crimp your hair or wear a pony tail on the side of your head!

Get a pair of boots with tassels and a pair of acid washed jeans. Don't forget to blowdry the front of your hair as high up as possible!!

Look at some old Bon Jovi videos. Rip your blue jeans like that and as far as shoes well tennis shoes will do fine.

Add some leg warmers to your outfit! Also neon colors were in back then!
As for shoes - wear hightops!
Also, big hair! The BIGGER the better!
