I assume you will use the divider to hide behind. When the child uses the fishing pole and throws the line over the divider (usually with a clothes pin attached) the people behind the divider hook a paper bag with a prize to the line and the child pulls it back to his/her side.
So, across the top of the divider have a blue scalloped crepe paper which represents the wave of the water. Down the divider put fish, coral and other underwater greenery - - drawn by the kids, of course. Don't forget to put a sunken pirate ship and a treasure chest toward the bottom!
Good luck! The kids should have a blast!

How about covering it in blue paper--so it looks like water--about 3/4 of the way up--then in light brown for sand the last 1/4.
Either paint fish on the paper or cut them out of construction paper. You can make them mulit-colored, maybe even some with glitter (a la Rainbow Fish). You can paint other animals as well--shark, octopus, starfish etc. You can also use glitter or real sand and glue it to the bottom for the bottom of the ocean. Paint kelp and other sea plants. The kids might like that!

First paint the divider blue or use blue crepe paper to make it look like the ocean then you can go to one of the party stores in your area and they will probably have some stuff that looks like plastic seaweed, then go to a Wal-Mart, K-mart, or something like that and you will find that all their summer stuff is on sale.
They will have plastic fishes, the kind that kids usually use to dig in the sand and make shapes with. You can also look at the Dollar store. The party store has alot of stuff you can use.
If the divider is wooden you can staple the stuff to it , just make sure you take fishing line or some-kind of light colored or clear string and run it through the holes that are at the top of the fish then staple it to the divider.
I'm a PTO mom also and the Fundraising Chairperson for my kids school.

If it is just the divider that you are decorating, you could draw some large finding nemo fish or pictures and get the kids to color them. Then you can staple them onto the dividers. Or just find some pictures and post them to the board. Kids love finding Nemo. Maybe a large shark! Or even Sharktales pics.
