I believe you might have to have a certain amount of people depending upon the State, or in Canada, provincial, laws... Or maybe even Federal...

The taxes etc, become different as well...

It is a whole new set of rules once your town becomes a city...

I guarantee, that it will take lots of paper work, and bullshitting around...

Isn't anything to do with government???

I live in a small (very small) (I mean very small) (im not kidding)town. Their is only 6 houses. There's no school, only a gas station and a Hardees. It's abandoned. I hate it. but if u drive 4 miles, there's a bigger town but still a small one. At least they have a school at this town. Well to answer ur question, u hav to put lots of buisnesses and really tall apartments to make it a real city. Also u need lots of shopping which will atract people which will bring homes which willmake popularity which will make city! Wala! You've created a CITY!

From what I heard, the town should apply for it in the National and give some proof that the town is earning more than one million a year out of its own existence.

I was always told that a city has a mayor, while a town is governed by a town council, no mayor. Size does not matter, nor does population.

they have to have a certain number of people living there and paying taxes to become a city
