Let me offer you the following website as a starting point for pet rat care and the 'sounds' they make.
http://www.ratbehavior.org/WhatIsMyRatDoingFAQ.htm
There are many other internet resources on the subject, and I found some by just entering as keywords: "pet rad sounds" or pet rat care.

Check her eyes, seriously do it. Use a pen flash-light or a reg flash-light. Shine it in her eyes. If her pupils don't dialate or are fully dialated already-before using the flash-light, I'd say yeah, it might be respitory related. My Daughter has 4 Rats, I'll see what she says. Otherwise, it may be she has a deformed vocal cord and justs sounds different. RATS-RULE!!

We have a pet rat. They are sooo cool. But anyways on to your question. Yes it is just talking, nothing unusual. When we talk to ours it sounds like she is talking back to us. You may notice it more at night since they sleep through the day. But Finky will "talk" if I wake her up in the daytime.

I have had several "rodents", and in my experience breathing issues usually present as clicking sounds. But, I would call a vet for exotic animals to make sure.
