Of course not. Individuals are never safe, as long as there is any chance that some harm may befall them. Those of us who pay attention to our surroundings, and don't, for example, sleep in the hallways of abandoned buildings or drive race cars are statistically safer than those whose behavior is riskier. But statistics mean absolutely nothing when an Acme piano or anvil falls from a thirtieth-floor window on your head.
Not governments, nor police forces, nor alarm systems, nor fear will keep us safe. Nor will shutting down the Acme company. I'm not certain that they even keep us safer. But if they keep us more confident, less afraid, then WE WIN. If terror is the goal of an enemy, feeling safer is as good as being safer.
As for me, to quote Crosby, Stills, Nash and Young, "An' I'm not giving in an inch to fear [ . . .] and I feel like I owe it to someone."

To answer your direct question: I don't know.
I don't know with any certainty if we are or are not safer. Secretary of State Rice recently said we were "safer, but not yet truely safe." What? Well, are we or aren't we?
Here's what I think: We MIGHT be safer. Simply because we are now scared of just about anything and are taking precaustions against everything.
OR
We MIGHT NOT be safer. Nothing's happened here in the US, but nothing happened in the US between 1993 and 2001 either.
Iraq's the lynchpin. Are we fighting them (read: terrorists) over there, or are we giving them something to rally around and get upset about?
I still have no idea...

A better question would be, how many more people in the world hate the USA and what it stands for today than hated the USA 5 years ago?

Yes, we are safer, but only for the moment. If the anti-war people get their wish and we come home from the middle east I'm afraid it will just be a matter of time before the terrorists regroup and we'll see car bombs blowing up next to our schools and suicide bombers walking into our churches.

Depends on your age group.
If you were 1 year old in 2001 and your 6 now. You are safer.

Probably less safe. We now don't trust anyone, We've lost our sense of freedom and have built human barriers around ourselves.
