Ok, heres what I tell everyone. IE7 beta is just that, its a beta , which means you may expierence problems. The best thing I can tell you , is if you dont mind running into problems after you install , then you can install. Im not saying you will but you need to keep in mind that you might. I also advise if you want to install it to check it out, install it on a secondary PC ,one you dont rely on.
Also to let you know , RC1 (relase canidte 1) is out. It will run more stable then BETA 1 , 2 , 3.

The IE7 Beta is safe. But one thing I always encounter when using more than one TAB on IE7 it unexpectadly crashes. So best option wait a bit for the final release and it should be BUG free. Let me know if anyone has the same crash problems.

It's quite safe to use on a PC yes.
I would suggest you create a restore point, assuming you are using Win XP, and back up any important data.
If you find you don't like Beta 7, and I didn't, then you can uninstall it via the add/remove programs in control panel.

Actually, RC1 (Release Candidate 1) has been released recently.
RC's are near stable versions of a program, or at least more stable then a beta.
For betas though, it would depend on what it was. For something like IE7, it won't give you many problems.
I use RC1 at the moment, and its pretty much perfect in my opinion.

I've been using it at work with no problems. In fact, they're ready to release Release Candidate 1.
One thing you may want to do is if you know the websites you go to are safe, you can turn off the phishing filter as it slows it down a lot.

I've been using it on and off at home but I'm in two minds and keep switching back. It seems to have a few more facilities to offer but somehow in a cramped sort of way! Undecided but I should think it's as safe as anything.

The easy answer is that IE isn't safe at all, end of story. Doesn't matter which version you run.
Get firefox or swiftfox (Optimised version of firefox).
