Maybe legal for law enforcement, but is court order needed to do so?

You can probably find out yourself, just don't do any hacking and cracking to do so.

IP addresses are like license plate numbers... they are a public ID system.

IP address is like a street address for the internet, so that it know what information goes to what address. So knowing someone's IP address is as legal as knowing someone's street address.

One thing about IP addresses is that they can be dynamic, meaning depending on ur internet service, u might have an IP address that changes every set amount of time.

Trying to find out somebody's IP address is not illegal per se, provided that no illegal means are used in the attempt. For instance, it would be illegal to break into somebody's house, in order to find out the IP address of their computer and it would be illegal to install without their permission software on their computer that would tell you that computer's IP address.

Note, however, that in some cases it might not be technically possible for you to find somebody's IP address using only legal means. For instance, if that person is using a proxy, all you can find out is the IP address of the proxy.

There are web sites on line for anyone to access if you already have their isp address you can find out their info and such.
Most web sites today record every ones Isp address and if there is a need to they report them to their isp providers and people can get a fine and blocked from certain sites if they feel the need to do so. There is no court order needed to do so for that.
