I am not certain of what exactly your question is but I will try to answer it in the two ways that I understand it could be:
1) If you mean do they deserve to be heard from a public speech standpoint, then yes, they absolutely do. And I think that they have been heard. 9-11 focused attention no firefighters and fire departments more than anything has ever done in the past and their voices have been heard.
2) If you are referring to the firefighters being warned about the attacks (i.e. bomb in the building, clear out), the firefighters were told to immediately evacuate WTC1 as soon as WTC2 fell. Watch the documentary called 9/11 about the firefighters that responded to the WTC site. There was a cameraman in WTC1 with the battalion chief in charge and you can hear him give the order to get out.
