The baby talks in baby language. We can understand him at home because of the universal translator built-in to our TV sets. The dog is just smart, because he studied English literature, although he did not actually graduate.

Stewie and Brian can understand each other, but the family can only understan Brian. Go figure!

I think it just Stewie and Dog understand each other. However, the dog can be understand by everyone else.
Stewie rocks though.....

I believe that only the dog (Bryan) can understand him. Because anytime he says anything to anyone else they ignore him or make some baby-talk response, whereas Bryan actually has conversations with him.
