Because in order to recieve proper identification, the people distributing the ID need to know that they are identifying the right person (to avoid identity theft). Your primary source of identity that doesn't require further proof of identification is your birth certificate; however, you need your birth certificate to receive other forms of ID such as a social security card, passport, or state issued identification card.

People are out to steal your ID and that tends to make having an ID worthless.

Organizations still think that having an ID proves you are who the paperwork says you are. All the paperwork can be stolen. You need to have your iris scanned at birth and it will be the same till the day you die. There are accidents that will effect the iris but couple it with, footprints, fingerprints and when you have developed your speaking voice include a voice print also. If your parents want to have a micro chip put in that would come in handy when you are lost as a child or the remains have to be identified, it is still a form of ID.

You parents can have pictures of your children taken every year and when the child is old enough he or she can have their picture taken. These pictures along with the scans can be your ID. These things can be kept in a box at the bank and in a safe at home. It can be in a fire proof pooch that is hidden where no one else knows about.

You need to prove you are who you say you are in order to obtain a DL. Birth certificate worked for me.

they wanna make sure you are who you say you are. however in the united states, for sum reason, a birth certificate is not accepted for identification.
