The Philosophy of Pink Floyd says:
Time
Ticking away the moments that make up a dull day
You fritter and waste the hours in an off hand way
Kicking around on a piece of ground in your home town
Waiting for someone or something to show you the way
Tired of lying in the sunshine staying home to watch the rain
You are young and life is long and there is time to kill today
And then one day you find ten years have got behind you
No one told you when to run, you missed the starting gun
And you run and you run to catch up with the sun, but its sinking
And racing around to come up behind you again
The sun is the same in the relative way, but youre older
Shorter of breath and one day closer to death
Every year is getting shorter, never seem to find the time
Plans that either come to naught or half a page of scribbled lines
Hanging on in quiet desperation is the english way
The time is gone, the song is over, thought Id something more to say
Home, home again
I like to be here when I can
And when I come home cold and tired
Its good to warm my bones beside the fire
Far away across the field
The tolling of the iron bell
Calls the faithful to their knees
To hear the softly spoken magic spells.

I suppose everything that ever happened could be considered either good or bad. Also, that passage of time is required for goodness -- and badness -- to be realized.
I would still say passing of time is good. Simply because no good could be realized unless time passes. Sure, you might argue that all the badness are felt when time passes. However, I place more emphasis and value in goodness of things so I would risk the chances of having both good and bad happening. It might not work out for everyone, but it would for a long run for society as a whole.

is that like half empty or half full ? I think the passing of time is good so that we can move along in this life and I also think it is bad in that sometimes it goes so fast we forget to appreciate the little things.

Time is man made to describe our surroundings... Do you really think that if we stopped referring to seconds, minutes, hours, days, weeks, months, years, and so forth to describe time that the sun would stop moving? If we lived on Mars, our "time" would be completely different than how we know of it now... So I say there is no time passing by, and it is great!

Good or bad for what? Your question implies that time has a moral dimension, and it does not. Time happens. Without it there would be no life, no energy, no matter, no space, etc. It's a pretty basic requirement in the universe.

Time is not really "passing" - the view that we are passing "through " something is an imaginary mental construct.

The passing of time is irrelevant to us because we can not do anything to slow time, much more stop it or even greater, reverse time.
What is relevant is what we do with time: you either act good or act badly.
