I believe it's a Warner Bros. cartoon, it's about the springtime and all the 'elves' are sleeping underground. They all look like tiny old men, one wakes up and runs around saying "Time for spring! Time for spring! (something something) Time for spring I say!!" as he wakes the others. They have all these colors that they pump up to make spring but they make a huge mess...

It's driving me bonkers.

Ok...I found two different titles...One is To Spring dated 1936 and the other is Time for Spring dated 1938.

I double checked it with imdb.com and they say it is Merrie Melodies' To Spring from 1936, so I'd go with that.

The gnome at the beginning sings Time for Spring, so that may be where the confusion comes in.

those other people r sooooooooo wrong. Ok I had this movie when I was little, they r trying to prepare for spring and winter comes and trys to stop them but they win and spring comes. The movie is Easter Bunny's Wacky Cartoons. It has 7 short films including the one ur talking about which is called TO SPRING the movie has the company name marked as
UVA Entertainment and also UVA Silver. Hope this helps.
