I've known many people who don't have a drive to pursue an altered state of consciousness, unless you mean, say, watching a movie, which is routine and cannot, in a relative light, be called an altered state any more than sleep. Sleep is altered from the daytime consciousness, but would not merit the expression "altered state." If that counted in your definition then we could say that everyone pursues it because we must sleep to survive. No, you can only mean drugs, or maybe religion, but the latter would be rather absurd because we all known man has a need to assert meaning in life. As far as drug use or other means of experiencing hallucination and delusion, this has been very closely linked to neurological imbalances. However if you want to interpret those imbalance as originating within "free will" then that inborn pursuit would be a response to hyperactivity in the brain that is at odds with society and it can be either calmed or stimulated with the use of antidepressants (uppers like cocaine) or depressants (downers like marijuana, alcohol).

An altered state of consciousness isn't learned it is achieved. It's an individual experience, unique to all who wish to achieve it. Everything i have witnessed during these states, although similar to other peoples experiences i.e distortion of sound, colors etc have been unique to me, experiences that i will never ever read in any book. We pursue it even though it is a natural evolution that is denied to us by Governments, so it must be part of a natural urge....
