There is actually a 'right' and 'wrong' way to do this according to etiquette books! The paper should be pointed out, so that it doesn't get all icky against the wall. If you look at most quilted paper, the design will be upside down if you put it on the roll the wrong way.

In my home, we have always had the paper coming out over the top and down the front of the roll and hanging down a little because it is always easier to nail it if you're in a hurry and don't want to be reaching in around and under the roll wondering why on earth anyone would ever want to put it up backwards like that! Paper in, and for two very good reasons:
1. When little kids discover the toilet paper roll, they bat it with their tiny hands, making it spin in a counter-clockwise direction. If the end of the paper is facing in, the paper stays on the roll rather than creating a pile of tissue on the floor.
2. Same principle as reason one, but applied to my insane, paper-tearing black lab.

Back years ago (don't ask how many, I don't remember) the toilet paper manufacturers made the paper with designs on them and it was obvious that it had to be facing out in order for the design not to be up side down.

This is a deeply cultural question. Outhangers tend to be comfort-loving people who are willing to maneuver around obstacles - the fuzzy, accommodating type. Inhangers tend to be concerned with issues of space use, which is why they hang the roll that way, hoping not to collide unnecessarily; they also tend to be less concerned about hygiene, possibly because of superior cleaning habits, allowing the paper to rub down the wall as they do. So they tend to be people who either have small toilets, or are overweight, and they will be either total slobs, or the very aristocracy of household cleaning.
Think of it when you next use a toilet...

At the hotel I worked at we always hung it paper ending side up and out and folded the ending under in a nice tuck. It helps to keep the walls sanitary as well because fingers will less likely to touch the wall before washed..

I am very fussy in my house. I always have the paper rolling towards me. Although other members of my family have it rolling the other way around. I hope you find the answer you are looking for - MS

I hope this is an intellegent answer...... When the paper is in, there is a tendency to scuff or dirty the wall with the back of people's hands. When out this is less likely to happen.

inns carry it that thank you to shelter, you have extra drag on the rest room roll so people have a tendency to apply much less. decrease than you be conscious extra stress to the roll and take extra paper, no longer stable for inns, so as that answer is that in case you prefer to apply much less over the best is optimal, in case you like extra paper on transport then decrease than is optimal.
