Why is the energy budget more appropriately described as a balance, while water and carbon cycles are more described as circle?

Because with energy it doesn't exactly go in a circle. For example:
Solar energy (light) -> electrical energy -> mechanical energy -> heat ::not exactly all the way back to solar energy.

Water cycle: Ocean -> evaporates into vapour -> moves to land -> precipitation -> rivers -> back to the ocean :: A circle (ie a cycle)
