thats right, a problem, an issue, a challenge, usually it means something that will require alot of thinking to make sure nobody gets upset by your descision

Or it could be a Catch-22 situation or the "damned if you do, damned if you don't" decision problem.

This is an example of a dilemma:
You need to get a job to earn money to pay your way to school. You need to finish school to get a better job. However, the job you landed in demands that you work full-time and there is no way you can insert studying in your schedule after work. If you choose job first, you can save money but you will be losing at least a few years of chances of finishing your study earlier. By the time you finish your studies, you would have been left behind by your schoolmates. If you give up the job, there is no one to support you in your studies. The choice is clear--to get a job and save money first but lose time. Yet it will be one hard decision to take. You don't work, you don't finish study. You don't study, you won't get a better job in the future.
