It can be, but not as much as the dna in the mitochondria. As for the Y, since there is only one, there is less crossing over opportunities, and also you get your dad's copy (one choice not two possibilities), it is easier to track using markers on the Y. The only problem is that it will only track male lines and markers.

The best is the mitochondria because you get an almost exact duplicate of your mother's. It was what they used to find the decendants of the ancient woman in the caves in England.

No more than the Y chromosome the whole DNA content is important.
The Y chromosome only determines the paternal side of the offspring.

The Y chromosome tells a man who his daddy is, and who his daddy is, etc. Because we live in a paternalistic society it may be more important, but I would think the dominate genes are more important, which may live on either X or Y.
