Lights are wired differently as far as if the power comes to the Fixture and the switch leg runs out or if the power goes to the switch box and etc and blah blah blah.
You are right though that here in the states the Black is Hot and the White is Neutral. it may not actually BE THAT in your light j-box but that is what it is supposed to be generally. If it is a switch leg using switching on the HOT but using the white wire it should have a piece of black tape wrapped around it.
Anyway.... there are a million different ways to wire something but Black should be hot and white should be neutral typically.

Whoa....big difference in wiring. Wiring to a light fixture should come from the switch, with the hot connectors in the light box. The wiring to and from the switch ..makes no difference about the color..it is simply a matter of convenience to use the same 14/2 with ground that you use to wire the house. IN all wiring at plugs, junction boxes, etc., the black (death) wire is HOT, white is neutral or ground, and the bare copper is absolute ground. Good luck

I think you correct. What confuse most of us is the Neutral. Some older homes not have a Neutral Bar in the outside breaker so the Neutral wire is actually connected to the Ground Bar along with the Bare Wire. If you connect White and Black to separate Hot Sides you get 220-230 Volts and Green can act as Neutral and Bare Ground.

Snagelfritz if you use green for neutral you should be beat with your own screw driver. The last remodel I was on someone at sometime used green for neutral without marking it with white tape, one of my crew spent 3 days in the hospital because of that.

I think the problem is geography:
In N.America, black, white, and green is correct. Period.
In Europe, it is brown, blue and green/yellow. Full Stop.
