I know of NOTHING that you can use... I have had the same problem and what I did was.. from time to time.. get the water out... wash it with clorox... splash it with water again t get the clorox out and then refill... the clorox, of course, kills the algae. I will not even attempt to add anything to the water for fear it might have an affect on the birds.

it is possible that you could add just a drop of bleach. it shouldn't be enough to get the dog sick, but if it was me... i wouldn't worry about it.
you might try a pool supply place for some algea killers. these would have to be safe for humans with people swallowing the pool water,

a little bit of bleach will not harm the animals that drink. Chlorine is added to the drinking water of city water plants for human consumption. I have animals drink from my swimming pool and and it hasn't hurt them.

there is a liquid product you can get at most nurseries that you put in your baird bath and it is safe for pets.
i can't remember the name of it but it really works.
call a local nursery or garden center. good luck.
