How many people think that if a friend made a promise they should keep that promise?

If someone makes a promise they should keep it. I won't make
promises because circumstances can keep you from keeping it.
If I said, I promise I will be there at 9.00 o'clock, but I was detained because there was an accident etc, there are always
good reasons why a promise can't be kept, but that is a reason
they shouldn't be made. I always say, I will do this if it is possible.
