you can compute the value of the IT hardware/software by doing a cost-benefit analysis.

Where, Benefit of IT is greater than the cost of it (Benefit > Cost).

You can compute Benefit by adding up the cost savings that the IT hardware or software will give your company. Cost savings can include manpower costs, time, and effort... which is essentially the hourly salary times the total number of hours used up to do manual work. Then compare this with the actual cost of the IT hardware/software. If the cost of the manual labor is higher than the cost of the IT, then go high-tech!

In my personal opinion no. For example look at microsoft frontpage. You can get by with the software. The updated version is an upgrade, not a new package.
