is there a way to watch tv on your computer through the internet? what do i need?

You need a graphics card that has a TV tuner. Look into buying one of ATI's "All in Wonder" cards. This would work. http://www.alancomputech.com/6001764.html

You can download programs on some sites, ABC family allows you to view programs on their site, though you have to put up with commercials. There's also a device from slingbox that allows you to watch from your computer or phone or other personal video device.
