Both. They are taking factual events obscuring them and trying to lay blame for 9/11 on the Democrats. I wonder if the head of ABC is a Republican?

Both. There was an intermission about 30 seconds long half way through that stated that they gathered their information from various sources and that some scenes were fictionalized and individuals names and appearances altered. If you took a bathroom break and you don't have Tivo you might have missed it. The first half was actually part of an older movie they did about the failed WTC bombing in 1993 that aired on HBO before 9/11 even happened.
