Probably because some ACLU cook lawyer would sue for unhygienic medical treatment or cruel/unusual punishment.

Either that or Johnson & Johnson is in cahoots with the penal system to soak taxpayers on each bottle of rubbing alcohol and cotton ball.

Check the Bill of Rights. "Cruel and unusual punishment". You know the sec they do not they will sue on that fact. They are trying to now...saying there is an initial pain when the needles are inserted.

They just come that way after they steal them from the inmates who are rather obsessive about shooting up with sterilized needles.
