First Bush isn't a terrorist. I read the 9/11 report which the film is based. But I learned some more this mini series is based on more than one source. The reason for inaction in both the Clinton and Bush administrations was the bearucracy. Like there was wall which the CIA and FBI couldn't communicate. And during the Clinton adm second term his people had plenty of oppertunity to nab Bin Laden. Also the Pheonix Memo didn't make it up the food chain in DC. Now the report didn't point the finger of blame at the either Bush nor Clinton but the intel beauracracy. But what was in the mini series is pretty much fact. I can tell you since you brits thwarted the liquid bombers last month there are some who would love adapt the same methods to stop more terrorists here.

That show is said to be based on fiction, and is supposed to be more of a criticism of the clinton administration who was said to have been too nice and to have ignored too much, before the Bush administration ever took office. The clintons and their supporters in america are very angry over this show, bc it essentially blames them for 9/11. Also someone did get a bomb into the world trade center before this attack, it blew, but it did not do enough damage to be too serious. Clinton also didn't stop the Oklahoma city bombing, and no one could have stopped that either. It's easy to look back in hindsight and say these things but in all reality there's nothing that could have been done differently. People were happy with what was going on and there was no apparent need for increased security measures.
Also no one could have imagined the scale of this terrorist attack, and i don't think you or i or anyone could have put together the little peices of evidence that were coming in from all different sources into this plan for 9/11.

It was Clinton who knew about the threat from Osama Bin Laden.
The World Trade Center was hit originally in 1993, two people were killed from the first bomb attack. Clinton was president.
Clinton was president when the USS Cole was bombed and also when an embassy in Africa was bombed.
Bush was in office for months only before 9/11.
You cannot blame anyone except Clinton for not taking out Bin Laden when he had a chance.

The U.S. is not what it use to be. No one, wants to take responsibility for this trajedy, and no one will. And, if we have a president, who doesn't feel that he is at all responsible, then he will not hold his staff accountable. Now, I don't mean responsible, as in, it is Bush's fault. It isn't, but Bush is responsible for the U.S. and it happened on his watch. Therefore, he is accountable, just because, he is the president. In our history, we had a president (Harry S. Truman) who use to have a sign on his desk that said, "The buck stops here". The sign meant, that as your leader, I am ultimately responsible. And, I don't pass the blame to anyone else. I don't think they make leaders like that anymore.

At least the perps of the first WTC bombing and the OKC bombing were convicted and/or executed under Clinton's watch.
