That would depend on the parents or gardians of the 13 year old. Some children wear makeup at 6 years old.

No, I don't think 13 years old is too young to wear make-up; that's when I started to experiment with make-up too. However, you don't want to wear too much, because that can certify you as 'skanky' by some of your class-mates (no offense!! it's true, though!!).
I wore Love My Eyes mascara (which can be found at Wal-Mart), CoverGirl face powder (which I still use cuz that stuff rocks my freakin' sox off), Love My Lips lip-gloss, and a light-brown eye-shadow.
Little tip for the eye-shadow: Before putting any on, cover your entire lids with foundation and then dust on some face powder over it. Not only will it cover up those nasty veins you can get up there, but it'll prevent your eye-shadow from creasing.
And never try too hard and try to put too much on. By the time I was in eighth grade, I began to wear bronzer and a little darker eye-makeup, and I just started wearing eye-liner when I got into high-school. Hope I helped!

The only problem with makeup at your age is that your hormones are still developing well into your teen years, and using makeup - anything other than maybe some mascara, would cause major breakouts by clogging your pores.
Plus, 13 is the age in life to discover that true beauty comes from the inside - which it does, outward beauty doesn't last. Believe me - life goes fast enough without trying to speed it up! Enjoy this time in your life when your skin is still fresh on it's own. take care of it by learning to cleanse it properly, that is the best beauty thing you can do at 13.

I think at that age you need to go very light, like just colored lip gloss and a little blush.
Later on, be careful of mascara--sometimes it tends to "bleed" onto your lids and look like railroad tracks on your lids. Also, when you start to use foundation, remember to blend it into your neck as well as your face, from the chinline downward, or you'll have what looks like a mask on your face (neck will be different shade). And if you use eyeliner, be sure to make it a thin line or you'll get that racoon look.
Best tip: Don't ever share your makeup with anyone! You could catch something!

A little clear gloss might not be bad. I would not allow my 13-year old to wear any other type of makeup so she does not appear to be older than what she is. By letting her wear make-up at an early age will only set up her for trouble because then boys will think she is older than she is.

I don't think so. They have their periods at that age. She should experiment a little in becoming the young lady that she is. You can start with clear lip gloss and some blush. If you teach her to just sweep some light colored eye shadow on her lids that would be the perfect start. Show her some rediculous applications from fashion magazines and then have her compare them to classy applications. She'll know what to do. Have fun with her.

no, just make sure it looks natural. I use Bare Minerals. It's good, cause it doesn't look like you're wearing makeup, but it covers everything. It's a little expensive, but really worth it. I also wear a little eyeliner to make my eyes stand out.
also, don't listen to the people who say wearing makeup somehow gets you pregnant, that is so wrong. Some girls in my school wear makeup AND tight clothes AND push-up bras and yeah, I don't think any of them will be virgins for much longer. But just makeup doesn't make you look older. It makes you look like you care about yourself.

i dont think it is too young just dont overdo it no matter how old u are if u dont kno what the hell ur doing ull look bad but if u learn how to apply it correctly and what colors look good(i suggest not anything TOO bright like neon anything, very bad idea) with ur skin color and eyes. when u are deciding what color of eyeshadow to use whatever u do don't match the color of ur eyeshadow to ur shirt not a good thing, find a color that makes ur eyes look beautiful. also if u do a elaborate eye color dont do a bright lipstick visa versa

I think makeup is ok for 13 year olds only if they don't wear too much. Maybe a light eyeshadow(but don't overdue it)and some lipgloss. You don't have to put a lot of makeup on.
