Simply stated, a purchase manager is someone in charge of buy raw materials or merchandise for the company's use. It is better to give you an example of what the job is in a given industry in order for you to fully appreciate the nature of the position.

Let's say you work in Ralph Lauren as a purchasing manager. In order for Ralph Lauren to produce/manufacture the great clothes they sell, you will have to purchase thread, cotton, and all other raw materials at a low cost (but good quality). Also, a Purchasing Manager can also purchase ready-to-wear goods from certain locations so that ralph lauren can simply put their logo on it and sell it as a RL merchandise.
