If she knows the tag number, maybe the police can run a tag trace. If she has access to his personal items she can try to find out in the mail. If she has access to the bank account she can review the record to see what insurance company has been paid.
Barring that, she can get an attorney involved to contact whoever is handling this issue and demand that the information be revealed. She could also call around to the bigger carriers 800 numbers to see if they have record of him. That's all I've got- I'm out.
