You appear to have been in search of a place for yourself for sometime now - a series of related questions by you indicates so. Your having spent 40 years in Canada, and now your interpretation of advancement - one of the features being "most english speaking people" have put a big question mark on your insight. This way many advanced countries where people hardly speak English are no more advanced - as per your thinking.

Have a look at your thinking and approach, till corrected, I suggest don't move to India - to avoid difficulties for you and Indian in India. Both you and India would be far more comfortable without each other.

Most english speaking people - probably Bombay and Delhi - just because they have more population than other cities

Planned city - well Chandigarh

Cleanest - Suraat

Modern - ?? probably Bangalore or Cyberabad or Gurgaon

University and Colleges - Pune

Overall - Best city depends upon what you are looking for - In 2003, Chandigarh was ranked as best city to live in by 'Outlook' magazine

Hyderabad is the cleanest and beautiful, advanced and great.
Bangalore is beautiful, advanced and good but not clean or planned.
Mumbai, Chennai and Delhi is great but too crowded.
Universities and colleges are set up in all big cities in India but near water ??? Look out for the coastal cities like Mumbai or Chennai. But Kolkata ?????

There are a lot of great places in India but what exactly do you want to do here??? It depends on that!!!

The second part of your question: There are more people in India who could string a sentence better than all of wherever you come from, USA and the UK. A point in case just compare some of India's TV commercials with the best in the world. And the joke is English is not even their mother tongue! Get a life and stop putting yourself up for ridicule !

Planned - Chandigarh
Cleanest - Hyderabad
Modern - Mumbai/Bangalore/Hyderabad
Lots of universtities - Pune
Near the Water - All the coastal cities

Got to one of the top 3 largest cities. Bombay, Calcutta or Bangalore.
